With all the recent news of steroid abuse in baseball, Congress has worried that the young fans of baseball will be tempted to try steroids, so they have argued that stiffer drug testing and stiffer penalties need to be in place in order to discourage steroid use at the professional level. For their part, Major League Baseball has disagreed to the required stiffer penalties and testing, citing the interference of Congress as a negative impact on younger fans.

it can be that since they have no suitable reasons to make an argument with congress, they might be simply using this as a reason.
I will choose this by POE as nothing seems to give some explanation.

B - Congress` involvement in the baseball sport must have been minimal (always,) and ,therefore, the league was able to arrive at the partial explanation that involvement of Congress will have a negative impact on younger fans. This is only a restatement
C - Explains clearly why the league had to cite fans in their explanation to back off Congress : since no other reasons worked
