If a is a factor of b, that does not mean a^k must be a factor of b^m.
However, if k<=m this would be true.

put a = 3, b = 3
k = 3, m = 3

a = 3, b = 3
k = 4, m = 3 is the reason y A alone is not sufficent

My answer C.
