In Los Angeles, a political candidate who buys saturation radio advertising will get maximum name recognition.
The statement above logically conveys which of the following?

Radio advertising is the most important factor in political campaigns in Los Angeles.
Maximum name recognition in Los Angeles will help a candidate to win a higher percentage of votes cast in the city.
Saturation radio advertising reaches every demographically distinct sector of the voting population of Los Angeles.
For maximum name recognition a candidate need not spend on media channels other than radio advertising.
A candidate's record of achievement in the Los Angeles area will do little to affect his or her name recognition there.

Is the answer D?
For B to be correct, you are assuming things which are not mentioned. The argument nowhere talks about the correlation between name recognition and percentage of votes.

The question says a candidate will get maximum recognition through radio advertising. maximum doesn't mean it will cover 100% of the voters. But that is what C says, which is extreme. So C can be ruled out.

The initial statement is very simple. It gives you one fact: radio advertising will do the job. Any answer that brings in other factors such as votes or demographics will be out of scope.

In D. How can we come to the conclusion - no other media channels are effective.
We are just that in Radio - the person with max ad - max recognition.

The statement says that a candidate who advertises on the radio will get maximum name recognition. It is implying D, that for maximum name recognition a candidate does not need to spend on other media channels because the radio will have the maximum impact on name recognition.

The answer does not say that no other media are effective. It simply confirms that radio alone is enough.

The stimulus tells us radio alone is enough to get the highest possible name recognition. It does not tell us anything about votes. There will always be candidates with high name recognition who do not get the most votes. Name recognition simply means awareness, not liking or approval.
