I'm also stuck between A and E. On one hand, the cost of owning and operating a private aircraft would be the same to the company whether it owned the aircraft itself or reimbursed an employee. On the other, no mention is made on whether the employees comply with the laws, only the company and the board. Both answer choices seem to be a stretch.
B) Most executives would rather fly on company owned planes than on commercial airlines. Out of scope. No mention is made of the preference between commercial and company-owned planes.
C) Large businesses usually have their executives fly first or business class on commercial flights. Out of scope. Company practice on commercial flights is not mentioned.
