GMAT prep looks complex one

Before being simplified, the intructions for computing income tax in country R were to add 2 % of one's annual income to the average of 100 units of country R's currency and 1 % of one's annual income. what is simplified formula for computing income tax in country R's currency for a person in country whose annual income is I.

This one is from OG, what did you not understand from OG explanation?
Answer is
I/50 + ( 100 + I/100 ) / 2
You can further simplify the formula
