(C) to the staffing of
(D) and staffing
(E) and the staff of

from X to Y ...rules out D,E
X and Y need to be parallel
X is "duty assignments in nuclear submarines and air-traffic control towers"
so Y can not be people or staff...so that rules out A,B
IMO C
