This is a very common problem and is addressed in a variety of ways depending on where you apply. For this reason, you will need to reach out to the admissions offices of your target schools and inquire as to how they would prefer you handle it in your application. don't assume--even if you get what appears to be reliable info from a friend or blogger!

Most schools are actually very explicit about this on their website and/or in their online application forms. For example, Columbia wants you to convert to the U.S. 4.0 GPA scale; they have instructions here: https://www4.gsb.columbia.edu/mba/admiss ... ements#GPA
By contrast, Harvard wants you to report your grades exactly as the school has recorded them; they state this in their online app.
While it's fine to contact the schools with questions like this, it also adds to their workload unnecessarily when they typically try to communicate such issues proactively to the entire applicant community. Granted, some schools do a better job of communicating their policies than others!! EssaySnark recommends researching these types of issues on your own first and then contacting the school if you just can't find the answer.
The good news is that all the schools have a lot of experience in evaluating candidates coming from every type of educational system and grading scale around the globe, so no matter what system your university used, they will be able to assess your academic record accurately, even if it's not in the 4.0 American scale.
