Although the Supreme Court ruled as long ago as 1880 that Blacks could not be excluded outright from jury service, nearly a century of case-by-case adjudication has been necessary to develop and enforce the principle that all juries must be drawn from "a fair cross section of the community."

I think the correct idiom is 'necessary to develop', so that eliminates B,C and E.

D uses present tense.

So, its A IMO

IMO: A
B is wrong because "it is/was necessary" is a kinda command subjunctive and need to continue with to infinitive or bare form of the verb.. so it is wrong to say' necessary for developing and.....'
