problems such as these ask you to factor to find common bases - if you factor 96 into 2s, 3s, and 8s - you find that 96 = 2^2(3)(8) - so 96^2 = 2^4(3^2)(8^2)

now divide out the common factors from the top - the 8^2 is divided out, as is the 2^4. However the 3^3 is only divided by 3^2 so we are left with 3, which is the answer.
