I arrived to that the average salary for all employees is 28,333, thus the answer is approx B) 28,000. The OA however is A and B

are you digging into GRE? i thought this is GMAT prep domain

i know that the content of your post is GRE, because my friend is prepping for GRE revised now, if so please e-mail/pm me and i will come up with useful prep. info for you not to bother in the BTG with GRE stuff. i know it's tough when the test content changes BUT still this is GMAT web-portal and the post you are putting through does not add value to the GMAT content and test taking strategies. pm me and i will share some vital prep info with you for GRE revised.

but to answer your question in this post, here's solution

y>2x is the condition we set (more than twice) and we operate with weighted averages
you're correct it's 28,333 for y=2x BUT once the number of x increases that is 2x becomes 2.1 or 2.2 the population average will go down to possibly 26,000
