are the number of GMAT attempts important in admission process

It depends. Like all aspects of your application, adcoms will look at number of GMAT attempts in the overall context. Say two people take the test four times, both scoring in the mid 600s on the first three attempts, and then a 720 on the fourth try, with a quant percentage of 85%. Adcoms from top-20 schools are reviewing these applications. One of the two applicants has a 3.3 GPA from a mid tier liberal arts college, a C in statistics and no calc on the transcript, and a solid but not outstanding career as a business process consultant at a respectable but not top-tier firm. The other applicant has a 3.66 GPA and was in the honors program at a large state school, with As and B+s in several hard math courses. She is a business process consultant at a top consulting firm and has excelled in her career. Comparing these two cases, the adcom might well be less worried by the multiple GMAT retakes for the second applicant, viewing her as a success story and concluding she just needed to get her footing with the test. With the first applicant, they might view those retakes with more concern, seeing someone who must struggle to achieve.

Adcoms do take note often of multiple GMAT retakes, but how it factors into their assessment will vary according to all the other factors.
