C and D are seem to be parallel to 'decided'. If it is so then meaning is getting changed. Therefore, E is correct.

I suspect D might be right.

The way the sentence is structured, I thought that a corporation had to be the subject of the clause.
Perhaps the meaning might be little off, but I just can't see any other choice being correct grammar wise.
I'll just settle with this question being less than stellar.

while E does not contain any grammer mistakes, it does not convey the intended meaning,
the raeasons are the the same as mentioned by nicksworth

Totally agreed. Choice E does not make sense. However, the answers stated in book "Conquering GMAT verbal and writing" states the following:I suspect D might be right.

This makes better sense. Not a stellar question though.
Answer E. The "corporation" is a singular noun, so "them" does not
agree. Choices A and Choice B are incorrect. For parallelism purposes,
choice E is best because the clause reads "the corporation
has...and is..." The other choices use the wrong verb form.
