interesting that you guys can choose the answer choice for the fifth CR which there's only answer choices without CR ... you guys are genius!!!!! lol
my answer is
1 . E ( was considering D too but reread it, it said " it didnt meet T's point because it mentioned to safety in transporting people but THIS WAS ISSUE RAISED BY T" while it should be " this was not T's point because T point, according to what i understand after reading is about economy)
