A) it is out of scope because of the time period

B) this premise supports beliefs of epidemologists so this is correct answer

C) it weakens the argument because claims that many states face a rise in the number of skin cancer diagnoses

D) it weakens the argument by introducing alternative explanation for an increase in the number of skin cancer diagnoses

E) it is irrelevant
