City 25

Highway 40

For driving 10miles in city he needs 10/25=0.4 Gallons

For driving 50miles in city he needs 50/40 = 1.25 Gallons

For driving 60miles(10+50) = 1.65 Gallons

Miles/Gallon = 60/1.65 = 36
