Break down the argument into conclusion and premises. This should be the first step.

The conclusion is "inappropriate prescriptions would not become more common."

What are the premises? The passage states patients may ask for inappropriate medications, but the doctors will have actually approve it.

We need extra information that will help us determine the strength/weakness of this conclusion. This data should connect the premises and conclusion and either refute or strengthen the conclusion. So we should find an answer choice that discusses 1) patients asking for meds, 2) doctors approving or disapproving the medication, and 3) inappropriate medications. These are the keywords/phrases that you should focus on.

E is the correct answer because it ties all 3 things together: 1) the doctor originally prescribed an appropriate medication (that turned out to be ineffective) 2) the patient is demanding another medication other than the one prescribed (that might be inappropriate) and 3) will the doctor approve the medication demanded (give in to the request)

On these questions, break down the stimulus then evaluate each premise and conclusion for keywords/phrases. Next imagine, them like puzzle pieces that need to be fitted together, but you're missing a piece. Search for the answer choice that fits them together.
