IMO answer should be (B) because in the sentence, THAT will refer back to immediate preceding noun, which FACTORS.
Since, FACTORS is plural. Hence, KEEP should comes instead of KEEPS.
Hence, go with (B).

I believe you need to fix here.
@subgeeth A pronoun- antecedent problem is a very complex one, especially in gmat. You will find several sentences that dont agree with even the basic rules of "pronoun reference" ; however that doesnt mean there is an error and that is when the "logic" of the sentence should be considered.
