My pick is B..this is one of the complex sentences. One needs to arrange events in order and pay attention to tenses..
B certainly stands out of the crowd and a winner among the given choices. Such questions take more time than usual and in turn make them hard...also one need to be careful while navigating through options.

Yes the correct answer is B .
I was carried away by this long sentence ,got confused in the middle what was criticized it was bush or his promise:-(
I think I need to work more on SC

I am confused......

if you observe, the original sentence talks about a specific promise of never increasing the tax.

All other options have "promises" in them, which certainly changes the intended meaning.

Isn't it?
