Since the last election, the lobbying effort initiated by environmental organizations, homeowners, and small business owners have increased awareness of pending environmental legislation.

subject is the singular "lobbying effort."Therefore, the plural verb "have" is incorrect.
eliminate a,b

c) awareness about is unidiomatic

e)"environmental legislation that is still pending," is unnecessarily wordy.

option D is correct becasue correct idiom is "awareness of"
