Even though when you combine the conditions, you can't decide.
Let's put some numbers when X > 0 and Y < 0
X=2, Y=-3
(2+3)/(2-3) = -5 is less than 1
X=3, Y=-1
(3+1)/(3-1) = 2 is greater than 1
