(A) that they will, or could,
(B) that they would, or could,
(C) they will be or could
(D) think that they will be or could
(E) think the power stations would or could

answer D

but indiactes there are two parts in s/c
so check for llelism

view is a verb in 1st , but in 2nd part the original no llel verb
hence eliminate a,b,c
b/n D and E which remove the error of llelism by inserting a verb think , however in E wud or cud is odd
so D

D is better than E because you need 'that' to introduce the rest of the clause.

verb think is needed here.

(A) that they will, or could, --> Parallelism Error
(B) that they would, or could, -->Parallelism Error... Would is also incorrect (because the main verb is view - present tense)
(C) they will be or could --> Parallelism Error
(D) think that they will be or could --> Correct
(E) think the power stations would or could --> would is incorrect
