I would choose C
A- "has been" is inappropriate. You need the past perfect tense
B- "where" can only be used to modify a specific time
C- Correct
D- wrong tense
E- "being" is almost always wrong

I thought only 'when' could be used for time reference and 'where' should be used for 'places'.
If you are sure about it, could u pls post some specific examples.
Undoubtedly, C is the correct answer as you have mentioned above.

I published my first novel, when I was in Portland -"when" denotes time
I don't think "where" could be replaced for "time" and vice-versa
