In order to evenly and effectively paint a rough surface, it is necessary to sand it and apply primer before applying the paint.
(A) it and apply primer before applying the paint
(B) it and prime it and paint it
(C) it, then prime it, then paint it
(D) the surface and apply primer before you
apply paint to the surface
(E) the surface, apply primer to the surface and then paint it

All of the answer choices except are wordy n repetitive. Hence (A) is correct.

(A) seems to be the best answer.

But my doubt is regarding the pronound "it"

to sand [u]it and apply primer before applying the paint[/u].

too many its are looking confusing. isn't it ?

I would choose E. I have a problem with A because I think apply primer is ambiguious without specifying what you're applying primer to.
