15! = 15*14*13 .....
therefore 15! + 13 can be factorized to 13(15*14*12! + 1), thus 13 is a divisor of 13

= 13k (k being 1*2*3....*12*14*15)
15!+13 = 13K +13 = 13(K+1) so 13 is a factor of 15!+13 so C
