16. Until quite recently, American economists have assumed that the unemployment rate being four per cent, there is a rough balance among jobs and job seekers.

Among Vs Between

there are only two components who are getting compared >> jobs and job seekers. So the usage of between is correct.

My pick is D.

wen we say 'assume ' that means we are considering a hypothetical condition (which is actually not true)

Had 'D' been the correct answer , It would have used WILL in place of IS .

So correct ans is C b'coz WERE is best suited for hypothetical condition.

Please correct me if wrong.
