IMO A.

B - wrong, WHICH refers 1999
C - the passage in 1999 is lengthy
D - changes the meaning
E - that THEY will sell; THEY is ambiguous

IMO - in A, led to passing the Anti-Cybersqautting Consumer Act is incorrect

However I chose D :cry:
