gmat prep sc 3

I am very uncomfortable with all the participle past/c ontinuous/present saga. Can someone throw some light on this one? Tks guys!

this one is subtle, since both the original solution and the OA seem to work grammatically.
In the OA the verb is implied from the first part of the original sentence and in the original sentence the full verb phrase is inserted. Both make sense, so not sure why OA is better.

IMO

A = correct
B = it...cannot refer to costs.
C = we need to comparing rising....so were is not usage.
D = lower = adjective...cannot modify rose.(verb)
E = lower = adjective...cannot modify rose.(verb)..also were wrong...as in C
