There is no grammar in this SC. All other options can be rejected because of distorted meaning.

However much United States voters may agree that there is waste in government and that the government as a whole spends beyond its means, it is difficukt to find broad support for a movement toward a minimal state.

B. Despite the agreement among the United States voters to the fact ... Distorted meaning .. the original statement doesnt say that there was agreement.

C. Although United States voters agree....Distorted meaning .. the original statement doesnt say that there was agreement.

D. Even though United States voters may agree ....Distorted meaning .. the original statement doesnt say that there was agreement.

E. There is agreement among United States voters that....Distorted meaning .. the original statement doesnt say that there was agreement.

Please explain why C is incorrect , what agreement is it talking about because i cant find that word in options

C & D doesnt really say that there was an agreement. can you please explain? It would be really helpful.
