OA is D, but I don't see how you can get the final cost from each of the statements.

cost = k*t*l^2, where k is a constant.

1 and 2 are both sufficient.

1 - sufficient. k*0.2*4 = 160 + k*0.1*4. We can find k and hence the
cost.

2 - similar to 1, sufficient.

Hence D
