A is sufficient. We know each quadrant is 90 degrees. 3690 = 3600 + 90.
For 3600, we will end up in the same quadrant and an extra 90 degrees
will get us to the next quadrant -- as long as r is non-zero.

I think you are misinterpreting the decimal point.
If it is 3.690, then I will go with C
If it is 3690, then I will go with A
