You are correct - 2.8 is quite a bit below average for a "top" school. However, it is certainly not impossible to be admitted with that GPA. We have worked with clients with lower GPAs who have been admitted to a wide range of top schools. Your success will depend upon many factors - not just your GMAT.
Things to pay attention to:
- GMAT score - the higher the better, certainly above 700 would be great
- career progression
- clarity of goals
- outside interests and activities
- demonstrated leadership
- strength of recommendations
- strength of interview
- strength of essays
Also, is there a reason for your low GPA, such as a full time job on the side, personal problems, extremely rigorous academic experience? There may be a way to tell a story about your academics that makes the 2.8 "not so bad".
