Mr Mead: Turning this subway system over to private ownership will surely not make it financially viable. After all, the reason the system is now government owned is precisely that in 1979 its original private owners went bankrupt operating it.

Ms. Gallis: But remember that gov't price controls were keeping fares unreasonably low in the 70's.

Of the following, the best assessment of the logical role played by Ms. Gallis' response is that her response

1. offers additional evidence for the correctness of Mr. Mead's conclusion

2. states one of Mr. Mead's tacit assumptions

3. contradicts Mr. Mead's factual claims about the system's original owners

4. identifies a weakness in the evidence Mr. Mead uses as a basis for his conclusion

5. imples that Mr. Mead's conclusion is correct, but not for the reasons Mr. Mead gives.

(A) is False. Mr Mead's conclusion is that private ownership will surely not make it financially viable. Ms Gallis does not say this conclusion is correct. She only states that in the 70's price controls were keeping fares unreasonably low. This does not say anything about the financial viability today!

(B) is False. Ms Galis does not state one of Mr. Mead's tacit assumptions. It that would be true Mr Mead would not have reached the same conclusion.

(C) is False. I assume it is very clear why this statement is not true. :D

(D) is True. It is evident that Mr Mead did not take into account the price controls in the 70's. If he would have known this he would not have reached the same conclusion.

(E) is False. Mr Mead's conclusion is that private ownership will surely not make it financially viable. Ms Gallis does not say this conclusion is correct.
