I didnt marked E for the 1st Q because I thought it refers to conventional wisdom that is not supported by the author (last but one sentence in 1 para)
Thats why I doubt about OA.

What do ou think?

explanation for choice C

2 pointers:

1.
choice A is too extreme; "U.S. Government does not care whether........"


2. in 1st para, read this... government will increase money supply with insufficient regard to.......

so, by process of elimination, choice C sounds best.
