Fractions are the best bet for this problem since it says x/y are positive but not positive integers

Stmt I

x=9 y=2
sqrt(9) = 3 > 2 and x^3>y YES

x=1/4 y=1/3

sqrt(x) > 1/3 but x>y NO

insuff

Stmt II

3 > 2

3^3>y YES

1/2 > 1/3

1/2^3 > 1/3 NO

INSUFF

Stmt I and II together

x=9 y=2

sqrt(9) > 2 and 9>2 and 9^3 > 2 YES

x=1/4 y=1/5

x>y and sqrt(x) > y but IS x^3 = 1/4^3 > 1/5 -> NO

E)

An integer that is greater than 1
An integer that is between 0 and 1: choose 1/2

because between 0 and 1 math and numbers act crazy! ;-)
