Pests had destroyed grape, celery, chili pepper crops, sugar beet and walnut in the region, but
in the 1880s, more effective pest-control methods saved the citrus industry.

C changes the meaning a bit. In the original and in B, we know that more effective pest-control methods saved the citrus industry in the 1880s.

C says that those methods were introduced in the 1880s.

I choose B over A as 'walnut crops' makes more sense than just 'walnut'.

Right. By putting crops with walnut in the middle of the list, it makes it sounds like only walnuts are considered crop. By including it at the end of the list, it makes it clear that everything listed is a crop.

Doesn't this convey the meaning that only walnuts are crops and the rest are not.

the correct sentence should have been crops of grape,celery, chili pepper, sugar beet and walnut

Please suggest

Grape, celery chili pepper, sugar beet, and walnut are all used as adjectives to describe crops.
