As far as I know that "ing" modifiers are always preceded by comma whereas both option (C) and (D) don't have any comma.
So how they can be right answers?
That post was for comma + ing modifier.....that is IMO different from normal ing modifier...
comma + ing = modifies entire previous clause.
without comma "ing" modifer = modifier the previous noun/noun phrase....
So IMO they are two different things...and both are correct depending on sentence. So IMO here prohibiting is correctly modifying directive.(immediately preceding noun)
Please tell if I am missing something here....or am misinterpreting you.....
