Here, it seems to refer to the nation's semiconductor industry.
Conveyed meaning:
The nation's semiconductor industry appears that the nation's semiconductor industry has made a long awaited recovery.
This meaning is nonsensical.
Eliminate D.

The correct answer is A.

In the OA, to have made is an example of the PERFECT INFINITIVE.

In this context 'From' is followed by 'to'. So, option B,C and E are eliminated.
Since we have already mentioned the semiconductor industry in the same sentence, there is no need of a prononun. Hence, c is ruled out.
Hence, a is the answer.

'appear that" happen only in the clause in which the subject is fake "it".
it appears that he is a rich man
"it" is fake subject.
He appear that he is a rich man. this is not grammatical.
