Even though more money was removed out of stock funds in July as in any month since October 1987, sales of fund shares in July were not as low as an industry trade group had previously estimated.

Word "MORE" suggests comparison... so usage of "THAN" would be correct. So we are left with C, D and E.

C - "than there was..." is redundant...

D - removes the word "other" while saying "than in any month..."

E - Correctly uses "than in any other month". Also the usage of "what" in the end makes it more clear.

So, I would go for Choice E.

E is the correct choice: reasons
- than in any OTHER month - Correct Idiom
- were not as low as WHAT - without what the statement means that the comparison is sales of fund shares and industry trade group

Narrowed down to B and E. Between B and E, E is correct. B uses had been with since which is wrong.
