Really a difficult one for me.
I chose answer C.
I eliminate A, D and E because they use the past perfect (which generally used to indicate a succession of events on the past, however there only one event in this sentence).
then I eliminate B because of 'elected as'.

Experts : can you help for this one please?

Answer: A

WAS modifies first senatorial election. Incorrect. Eliminate B & C
wordy - elected in order to be - Eliminate E
akward, gives a different meaning that Hattie Caraway selected to work for a Senator - Eliminate D
