'which' always refers to the noun immediately before comma. Hence, we can straight rule out A and B because in these options 'which' is referring to 'children', WHICH is the noun immediately before comma.rookiez wrote:B is correct and the best here

relative pronouns have to clearly modify their antecedents. "both of which" clearly modifies "school enrollment and room and board." "verbally" modifies "agreed"
