IMO D.
Convince someone of something and convinced that are the right idioms. A/C/E are wrong.
A - so that is wrong
C - usage of while is wrong
E - being is wrong
Between B/D - B seems to split the idea into two things by using 'and that'.
Rejected the apprenticeship model of training social workers in philanthropic agencies, twentieth-century reformer Edith Abbott was convinced
that social work education should be in the university, and
that students could be offered a broad range of courses dealing with social issues.
- this seems wrong.
D seems more clear linking the two. Hope this helps
