While political discourse and the media in the United States have focused on the rise of job outsourcing, few have mentioned the sharp fall of talent “insourcing,” or the drop in enrollment of foreign-born graduate students since 2001, and its dire results. The decrease in such insourcing will hurt America’s competitiveness in basic research and applied technology, with serious consequences for years to come. The de-internationalization of graduate programs across the country will also negatively affect the global outlook and experience of the American students remaining in those programs; they will not have the opportunity to learn about foreign cultures directly from members of those cultures. What distinguishes the decline of talent insourcing from the rise of job outsourcing is that the former can be easily rectified by a policy change of the United States government.

The answer to which of the following questions would be most useful in evaluating the author’s claim regarding the impact of decreased insourcing in America?
  • What is the cost to reverse the trend of insourcing in America?

    How does insourcing replace domestic jobs lost from outsourcing?

    Since 2001, what has been the decrease in the number of foreign-born students in America?

    What opportunities do American graduate students have to interact regularly with foreigners who are not students?

    What effect would a government policy have on the number of foreign graduate students?

Hi

I cannot understand how the anwser is D.

What is auther claiming here- that loss of insourcing will affect America’s competitiveness and so we have to see if it is true andto what extent and how it relates to outsourcing- outsourcing leads to job losses and everybdy is worried abt it but nobody is talking abt insourcing.

How does D come into the picture when insourcing is all about foreign students and this is mentioned in the passage as one of the issues realted to it- Is it the central question - i do nt think so

Shouldn't insourcing and its effect on job losses be the central theme

Can any expert advise

well, i really don't think that the passage is concerned with job replacement in America. I think its talking more about how the lack of insourcing is affecting talent and ultimately this leads to a negative outlook on american students. So that's how I figure out d. The passage does talk about jobs, and outsourcing but the main idea is what i stated above.

To solve this problem we need to apply the variance test for which we need to first find the conclusion.

Whats the conclusion in this argument?

Is it this:
The decrease in such insourcing will hurt America’s competitiveness in basic research and applied technology, with serious consequences for years to come.

Or is it:
The de-internationalization of graduate programs across the country will also negatively affect the global outlook and experience of the American students remaining in those programs

or are both part of the conclusion. Any comments?

The way I try to find a conclusion...is i ask myself "is this piece of information a fact or an opinion? " if it is a fact, then i could not label it as a conclusion. so from the two statements, i believe this statement "The de-internationalization of graduate programs across the country will also negatively affect the global outlook and experience of the American students remaining in those programs" is the conclusion. The first statement you posted, netigen, can be a fact. A lack of insourcing can hurt America in terms of research and technology, but the second statement says that the american students will be negatively affected. This might be true, but doesn't have to be. If american students do not interact with international students, then the case wouldn't hold. Actually, i think this critical reasoning question is pretty difficult. so I hope my explanation makes sense

The answer should address either: (1) the effect of a decrease in insourcing on America's competitiveness or (2) something about students and foreign cultures.

Only (D) provides this. The passage implies that students only learn about foreign cultures from foreign students. What if students are actually interacting and learning from American born friends of different nationalities? This would be useful for evaluating the argument.

i think it's D
