IMO B.

A - but 'were' is wrong here. Subject is singular inflation.
C - inflation in medical costs were slowed - changes the meaning as if something slowed down the inflation.
D E - changes the subject from inflation to year 1986.
Getting defeated is just a temporary notion, giving it up is what makes it permanent.

D changes the intended meaning as it means that 1986 was 50 percent higher.........
