The agent of an introductory VERBing modifier must be the FOLLOWING SUBJECT.
A: In confining babies...to strollers, high chairs, playpens, and walkers, muscle development can be inhibited.
Here, the agent of in confining (introductory VERBing modifier) seems to be muscle development (the following subject), implying that MUSCLE DEVELOPMENT is CONFINING babies.
This meaning is nonsensical.
Eliminate A.

If an introductory modifier includes a pronoun without an antecedent, the referent for the pronoun must be the FOLLOWING SUBJECT.
B: In their confinement much of the time to strollers, high chairs, playpens, and walkers, muscle development can be inhibited in babies.
Here, the introductory modifier in red includes a pronoun without an antecedent (their), but the referent for this pronoun is NOT the following subject (muscle development).
Eliminate B.

D: babies...can inhibit muscle development.
E: strollers, high chairs, playpens, and walkers can...result in muscle development.
These meanings are nonsensical.
The intended meaning is that CONFINING BABIES TO STROLLERS can inhibit muscle development.
Eliminate D and E.

The correct answer is C.
