according to me the answer choice is E. no doubt on it. The answer choice is E. But do give the OA with a spoiler as soon as possible.

II - implied in the first sentence
III - IMO natural foods may/may not be of MORE NUTRITIONAL VALUE. Therefore, though the government report implies inclination towards natural foods, the same does not mean MORE NURTITIONAL DIET

Only II is "specifically implied" by the passage.
The first sentence reads:
We doubt that the latest government report will scare Americans away from ham, bacon, sausages, hot dogs, bologna, and salami or that it will empty out the bars or cause a run on natural food supplies.
The writer doubts that the report will have the intended effects, which include both not eating meats, and "emptying out the bars."
We can't infer that anything's necessary for anything, so I can be dismissed.
As for III, all we know is that the government recently issued a report but we don't know whether the suggestions in it can be regarded as "unorthodox."
Choose B.
Note that this question has serious design flaws, including most prominently the roman numeral formatting, which isn't going to happen in GMAT critical reasoning on test day. By itself, this might not seem like a big deal but the broader concern is that the source of this question cannot be trusted to make "GMATesque" questions. Therefore, it is entirely conceivable that studying with questions from this source can inculcate bad habits as the reasons this source has to count incorrect answers as incorrect and correct answers as correct may differ from those of the actual test.
