In spite of continuing national trends toward increased consumption of specialty foods, agronomists in the Midwest foresee a gradual reversion to the raising of agricultural staples: feed corn and hard red wheat.

Always try to understand the meaning of the sentence before you approach a question. There is a meaning difference between A and D. A says agronomists are reverting to reduce the raising prices while D says agronomists are reverting to raise the prices. Both are done because of increased food consumption and A is the intended one. It uses raising as a noun and is clear in giving us the right meaning. Hope this helps !!

Here X is a state/ situation that prior to current trends. Option A states this.

D says X is an intent/ purpose of reversion, which is illogical as per sentence core.

Hence A.
