Please also explain the answer.
IMO it should be E. Even though the answer is lengthy, it uses correct plurality after bank/s, which none of the answers does.

D: idiom error: the proper idiom is 'require X to Y' or 'require that X Y'
In E, the second 'their' is ambiguous: does it refer to customers or to banks?

"Their" Ambigious pronoun needs to refer to banks

same as A
(C) that a bank disclose to its customers how long it will delay access to funds from deposited checks
