Time Machine X took=x
Time Machine Y took=y
Their rate together 1/x+1/y=x+y/xy
Time took by machines together =xy/x+y
Statement A
xy/x+y=2/3x(it's 2/3 of the time took by X)
y=2X
Statement A is not sufficient to answer the question
Statement B
y=2X
Statement b is not sufficient to answer the question
Answer E

had the discrete valus been given for the rate of X/Y,
answer would have been D
