S1) If the top 6 paid 67.8 percent and the top 4 paid 56 percent, that leaves 11.8 percent for the fifth and sixth countries. X could be either of those, or it could be one of the other countries. Insufficient.
S2) Knowing X's contribution tells us nothing about how it compares to the contributions of other countries. Insufficient.
When combined, we run into the same problem we faced in Statement 1. If X is 4.8 percent, then it could be in sixth place (leaving fifth with 7 percent), but perhaps 5th is 6 percent, 6th is 5.8 percent, and X is 7th with 4.8 percent. Insufficient.

2) Country X paid 4.8 percent of the total expenditures implies that if all 6 highest contributors paid same amount then each of them paid 67.8/6 = 11.3%, which is > 4.8%, here the answer to the question is "no".
If the 1st contributor paid 51%, country X paid 4.8%, then the other 4 paid (67.8 - 51 - 4.8)/4 = 3%, here the answer to the question is "yes".
No definite answer; NOT sufficient.
Combining (1) and (2), 5th and 6th contributed 67.8 - 56 = 11.8%
Average of 4 highest contributing countries = 56/4 = 14%
If 5th and 6th contributed the same amount, then 11.8/2 = 5.9, which is greater than 4.8%, here the answer to the question is "no".
If 5th contributed 11.8 - 4.8 = 7% and 6th contributed 4.8% then here the answer to the question is "yes".
No definite answer; NOT sufficient.
The correct answer is E.
