Most of the US colleges indicate the there is no minimum work experience required and they encourage everyone to apply with or without work experience.
In contrast UK colleges indicate clearly that they want minimum 3years of work ex.
Does this mean that US colleges even though encourage everyone to apply still review applications of only those who have more than 3 years of work experience.

Hi there,
No, there is no unwritten cutoff. Programs read every application that comes across their desk - there are no red flags that eliminate you from consideration.
However, that said, there is obviously some inherent benefits to an application with years of experiences within a particular band. So if you have 1 year of experience, they'll still read your application and, if you're particularly amazing, they might even let you in but for the vast majority of candidates, it probably won't cut it.
